33. The Contractors should be made responsible for the conduct of their men, and special Police regulations should be made for their efficient control, while the lengthened time proposed would facilitate the suppression of the intermediate depôt, and aid the direct removal of the soil to the boats.
34. The same necessity that exists with reference to the removal of the soil by the men employed should be allowed to commence their work after midnight; but that they should be bound to finish the removal of the same, whether to or from the general depot, before 6 a.m. at all seasons, and to have close fitting covers to every description of Vessel employed for that purpose.
35. The use of covered buckets is equally applicable to the boats used in this service. They ought to be covered and of uniform construction to meet this special duty.
